Passing school bus ticket on Perimeter

I just spoke with a potential client who was ticketed for passing a school bus stopped at an apartment building.
Because of the traffic on both sides of the road this person could not see the school bus.
I have always advised clients to remain in the queue rather than passing a line of traffic without knowing what the holdup is.
The hold up maybe a stopped school bus loading or unloading passengers. It may also be a law-enforcement officer that has stopped the traffic.
In either scenario, if you pass you may be ticketed.
