A motor vehicle is considered to be speeding when it is traveling faster than the posted speed limit. There are times however, that because of present road and weather conditions, that a driver may be traveling at the posted speed limit and still be charged with speeding. This is when in the officers judgment, that weather and road conditions were unsafe for driving at the posted speed limit.
