In 1971 Beavans v. Unknown named agents, 403 U. S. 388, the U.S. supreme court held that individuals may sue federal government officials, who have violated their 4th amendment rights.

This means that an individual officer of the federal government is liable for harm caused by a violation of the 4th amendment rights of another individual.
